How the estimate works
Keep each part of the burden visible.
Monthly hours equal the base pass for every review, plus the extra time for the share needing rework, plus partner time for the share escalated. Annual hours multiply that monthly total by twelve.

Estimate first, then sample several recent matters. Record start, correction, escalation and completion consistently so the baseline can be challenged.
Do not force an AI answer
